What is the intention of Clause 50.3?
Retaining a quarter of the Price for Work Done to Date if there is no programme in the Contract Data (Clause 50.3) is intended to motivate the Contractor to provide a programme (as is his obligation under Clause 31.1) since it is of crucial importance to the project and its absence would make other provisions of the contract, particularly the compensation event proceudre, inoperable.
