It used to be the case that final certificates were equivalent to a definitive financial statement, but this is no longer the case. Although a final certificate can be considered ‘conclusive’ it is still legally permissible – and, indeed, it is often the case – that one of the parties involved with refer the calculation to adjudication or arbitration.
