If the Project Manager instructs additional tests to those stated in the Works Information, is it a compensation event?

If no Defect is found, it is a compensation event (see Clause 60.1(1) and Clause 60.1(10)). However, it is not a compensation event if a Defect is found after the Project Manager instructs additional tests to those stated in the Works Information.
