The Project Manager has withheld acceptance of a submission by the Contractor. Is this a compensation event?

The Project Manager has authority to withhold acceptance of a submission for any reason (see Clause 13.8) but withholding acceptance for a reason not stated in the contract is a compensation event as listed in Clause 60.1(9) ‘The Project Manager withholds an acceptance for a reason not stated in this contract’.
