If the Project Manager and Contractor both agree, then the Project Manager can notify an extension to the submission timescales (NEC ECC sub-clause 62.5).

If the Contractor is not able to ‘reasonably’ assess the quotation within the time allowed and the Project Manager doesn’t agree to extend the time, then this would either mean that the Contractor submits a ‘high level’ quotation assessment, which could reasonably include appropriate risk allowances for cost and time, or fails to submit a quotation in time which means that the Project Manager would then be obliged to assess the quotation instead (NEC ECC sub-clause 64.1).

This situation could sensibly be addressed in a regular commercial meeting, with dialogue to facilitate the actions within the contract procedures, such as compensation events.
