NEC4 ECC: PM late to instruct contractor to submit a quoation for the compensation event

The Project Manager does notify this as a compensation event and instructs the Contractor to submit a quotation. The Contractor informs the Project Manager, 2 weeks after being instructed to submit a quotation for the compensation event, that it is impossible to meet the 3-week deadline.
The quotation is eventually submitted within the original 3 week period.
