The Project Manager instructed the Contractor to stop working, and has not instructed to re-start work. The instruction did not arise due the Contractor or the Employer. Is either Party entitled to terminate?

The Project Manager has instructed the Contractor to stop or not start working, and has not instructed the Contractor to re-start work within thirteen weeks. The instruction did not arise from a fault from the Contractor or the Employer. Is either Party entitled to terminate the contract?

Either Party (the Contractor or the Employer) may terminate if the Project Manager instructed work to stop and has not given an instruction to re-start work within thirteen weeks if the instruction did not arise from either Party’s fault (see Clause 91.6 R20).
