The Contractor may terminate if:

the instruction was due to a default by the Employer and

an instruction allowing the work to restart or start has not been given within thirteen weeks (see Clause 91.6 R19).

If neither Party was culpable for the instruction to stop work, either Party may terminate (R20 Clause 91.6).
