NEC4 ECC Option C - Reduction of Scope - Brings forward planned completion

The Project Manager has instructed a change of scope to the Contractor meaning they have a saving on dig and backfilling activities. A follow up CE under 60.1(1) was given.

In the Contractor’s quotation they have priced the saving on the excavation and backfill activities, which we agree on, however, as a result of these savings we have identified that there is a programme saving also, meaning that the planned completion will be brought forward.

Should the Contractor be pricing in a saving on time related costs (i.e. prelims) also?

My thoughts were that the Completion Date will not change (this can only change under Cl36 acceleration) however as planned completion will be brought forward therefore the time related saving will be adjusted accordingly? With the ‘gap’ between planned completion and Contract Completion becoming float?

Am I incorrect?

in short, yes the Prices should be reduced
