NEC ECC: Option B - Can a Compensation Event be added to the Scope of Works or Vice versa?

The Project Manager can instruct a change to the ‘Works Information’ (under NEC3) / ‘Scope’ (under NEC4) and this is a compensation event under clause 60.1(1).

So, how can I say this in the nicest possible way, your logic is the wrong way around i.e. how the contract works : change to WI / Scope results in a compensation event; NOT compensation event is added to the WI / Scope.
