If this situation described requires an instruction from the PM as suggested why would this not normally be a compensation event?
I’m guessing that the best course of action would be to notify the CE under Clause 61.2.

An instruction from the Project Manager changing the Works Information is a compensation event EXCEPT if it is something proposed by the Contractor when it is there design. If this is an Employer designed scheme then it will be a compensation event and a quotation requested under 61.1.
61.2 is used for proposed instructions where the PM is not certain they want to go ahead with that instruction and get a quote on which to make an informed decision.
