NEC ECC: No X2 change in law, but the law changes Works Information?

On a contract with no X2, and yet the legal change will lead to a change to the Works Information. Is that something that the Contractor can therefore still claim as a compensation event?

Yes, see clause 18.1 of NEC3 or 17.2 of NEC4.

In brief, the Contractor notifies the PM that the WI/Scope requires him/it to do something which is illegal or impossible and, if the PM agrees, the PM then instructs a change to the WI/Scope which is a compensation event.
