.Yes. Clause 27.2 lists the parties to whom the Contractor is to provide access to Plant and Materials. These are: the Project Manager; the Supervisor; and Others which have been notified to him by the Project Manager. It is critical that these parties are given access since they need to inspect and test work and check progress.
