Contractor orders, increased cost and client position

The Client is undertaking refurbishment works in an office under JCT ICD 16. Works are currently progressing.

The provision of lockers are included in the contract however locks were not.

The Architect has issued an instruction to add the specific locks.

The Contractor has now placed the order for the lockers and has come back saying that there has been an increase in cost of the lockers since tender.

Does the Client have to incur the extra over cost of the lockers?

The Employer has to pay for the locks as they are a Change but not for the increased cost of the lockers unless these are provisional sums or a fluctuations clause is in operation in the Contract.
