Issuing an Architects Instruction before Costs/ Programme impact have been provided

I am working as the QS on a JCT intermediate contract 2016 with CPD. The contractor has notified me of potential additional costs that have arose due to changes made by the designers, They have not provided any indication as to what the time or cost impact will be but are refusing to integrate the changes or provide a cost until the instruction has been given, is this correct?

if you have instructed a Change then they have to go ahead with it even if the cost of the Change is not agreed.

MIke, Thanks for your reply, I am more trying to get a gauge of the cost and time impact as this will be a deciding factor on weather the change is formally instructed, Im just not sure contractually if the contractor is obliged to provide this.
