Contract Data part one: Risks and Insurance

In Contract Data part one under Risks and Insuranace an Employer has correctly written in the minimum limits of indemity they require for a Project. However, they have also written in a maximum amount of “policy excess” for each of the Insurances, including zero in one case. Is it OK for the Employer to specify this or it is purely a matter for the Contractor provided they can demonstrate the minimum levels of cover?
