A dispute was referred to but not decided by a previous Adjudicator. Can his replacement decide this dispute?

Yes. A replacement Adjudicator has the power to decide a dispute referred to his predecessor but not decided at the time when the predecessor resigned or became unable to act. He deals with an undecided dispute as if it had been referred to him on the date he was appointed (see Clause W1.2(4)).
