Can the Adjudicator decide disputes that he is aware of but which have not yet been referred to him by a Party?
No. The Adjudicator can only decide the dispute referred to him. He cannot, without the agreement of the Parties, decide other disputes that he may be aware of but which have not yet been referred to him by a Party.
