X2 Changes in the law - State Funeral

NEC3 and NEC4 Contracts Compensation Events

We are currently debating whether the proclamation of the state funeral is considered a change in law and as such give rise to a compensation event on contracts containing secondary option clause X2: Changes in the law ?

The Banking and Financial Dealings Act 1971 allows for such proclamation so the question is whether there has been a change to the underlying legislation?

I am yet to research the associated documentation and notices, although this would probably follow the same principles as the Jubilee celebrations (see link for details)
