What should the Adjudicator do if a Party does not comply with an instruction within the time stated by the Adjudicator?

If a Party does not comply with an instruction within the time stated by the Adjudicator, the Adjudicator may continue the adjudication and make his decision based upon the information and evidence he has received (see Clause W2.3(5)).
