Yes, it is always good practice to check pre-contract. The third Recital makes it a contractual obligation that the CP is checked by the Employer.

It’s the name of the person appointed by the Employer to manage the contract/project on the Employer’s behalf. Under JCT DB, that person is called the Employer’s Agent. Under other forms, like the JCT SBC, that person is called the Contract Administrator.
