How can you handle a situation where a PM refuses to approve a Programme as they are nervous about it leading to CEs?

What are the implications of CE 60.1(9) if works must proceed regardless of whether the programme has been accepted?

I have a question relating to CE’s, its fine if you want leave until the end but which programme should you use to assess a CE. I think it should be the last accepted programme but what if the last accepted programme is months old?

Is there any “stick” provision to force teh Contractor’s hand to submit the Cl.32 programmes. 25% deduction provision is only specific to Cl.31 programme. What if the Contractor does not submit Cl.32 programme regularly?

On the slide titles “Time”, what is meant by “take over” (planned before planned Completion), and why is the “Suncontract Completion Date”, later than “Completion Date”?
