The wording in the Schedule of Cost Components People has been changed between NEC3 and NEC4 on People 13(i), in NEC4 it reads 13(i) contributions, levies or taxes imposed by law. Is Employers Liability still recoverable as Defined Cost in NEC4?
I have read the Managing ECC and cannot find the top discussed.

NEC claim that the NEC3 approach of paying employer’s liability insurance through the SCC was an anomaly as all other insurances are not paid for through the SCC and are included in the fee. NEC4 was therefore changed to remove this anomaly and as such the contractor should make an allowance for this and all other insurances in their fee.
