Discrepancy between the description of Bill of Quantities and the Works Information in Option B. Is it a CE?

Broadly speaking yes it would be a CE. Clause 60.7 states that a compensation event resulting from a correction of an inconsistency between the BofQ and another document (i.e. Works Information) - the Contractor is deemed to have taken the BofQ as correct.

Errors in the B of Q are generally intended to be Employer risk under option B.

IF CE due to inconsistency of BoQ, the Contractor should notifies based on Clause 61.3 or should it refer to Clause 17.1?
