Is an Extension of Time under Clause 2.26.13 a Relevant Matter

Phil,
clause 2.26.13 (“delay in receipt of any necessary permission or approval of any statutory body which the Contractor has taken all practicable steps to avoid or reduce”) is a “Relevant Event” which the Contractor has to notify in order to be granted extension of time.

“Relevant Matters” are listed in clause 4.21 and are associated with Loss and Expense.

I do not see Clause 2.26.13 as a L/E matter, am I correct in this statement
