Who is liable for repairing damage to the Employer’s property which is within the site boundary and which is caused by a third party?

I have assumed you are working under the NEC4 ECC Contract.

This liability lies with the Client. See the 8th main bullet point of clause 80.1 which states that the following is a Client’s liability:

“Loss of or damage to property owned or occupied by the Client other than the works, unless the loss or damage arises from or in connection with the Contractor Providing the Works”

There are two caveats within the provision above i.e. the property in question cannot be the works and the damage cannot arise from the Contractor Providing the Works. Your question indicates that neither of these apply!
