On a subcontract where the subcontractor is beyond his completion date and planned completion date can it recover the costs for preparing quotations for additional CEs given that prelims are not being recovered elsewhere. The contractor contends that as the staff would be on site anyway there is no additional cost. The subcontractor’s case is that the costs are not being recovered during the delay period so it is entitled to price within his CEs. There is a dispute on the cause of the delay.
