What should a Project Manager do if he decides that the effects of a compensation event are too uncertain to be forecast reasonably? I.e. unexpected physical conditions are encountered but their extent is unknown.

The Project Manager should state assumptions about the event in his instruction to the Contractor to submit quotations. Assessment of the event is based on these assumptions. If any of them is later found to have been wrong, the Project Manager notifies a correction (see Clause 61.6).
