The Contractor has terminated because he has been released under the law from further performance of the whole of the contract (R17). What is the termination procedure?

The Parties follow the procedures outlined in P1 and P4 (Clause 92.1). I.e. the Employer may finish the works and can use any Plant and Materials which he has title to, and the Contractor leaves the Working Areas and removes the Equipment.
