PM fail to reply CE's quotation within two weeks

the PM fails to reply within 2 weeks. Is that if the Contractor notify the PM once more and wait for another two weeks, then the quotation is deemed to be accepted ?
any more clause I can refer to ? Should the Contractor to do the CE after the quotation deemed to be accepted?

If the Project Manager fails to reply within the period agreed, a Contractor may notify the Project Manager of their failure (61.4). If the Project Manager fails to reply to that notification within the period allowed the notification it is treated as accepted (61.4)

The Contractor will then submit their quotation, where the Project Manager will be required to respond within the time allowed (62.3). If the Project Manager fails to respond to the submission, the Contractor may notify the Project Manager (62.6). If the Project Manager fails to responds to that notification, similar to the above, the quotation is treated as accepted (62.6)

EDITED TO REFER TO ECC

It is the project manager fail to reply

You’re right, my answer was based on a Subcontractor.

how about the siutation that the PM fail to reply?
what can the Contractor do?

Anthony, I’ve amended my original answer to you above, hopefully that’s clearer.

If the PM fails to reply, you should notify the PM of their failure to respond.
