Under Cl60.4, in order to consider the difference of the final quantity as CE, is it necessary for the Contractor to fulfill all the 3 criterias listed? In this case, the Contractor unable to fulfill the last criteria.

The first bullet point makes it clear that a difference which arises from a change to the Works Information is always a compensation event. If this is the case then we are left with two tests which must both be satisfied. The last bullet aims to act as a cut off for small items.
