NEC Option B 60.4

One of the conditions of Clause 60.4 states, to become a CE, the rate in the BOQ for the item multiplied by the final total quantity of work done is more than 0.5% of the total of the Prices at the Contract Date. I note in other discussions that people refer to this as the changed quantity but it does not read as such. It reads as though the item, if it is significant, could already be in excess of 0.5% of the TotPs and therefore every change could possibly, if notified, be a CE. Or is it correct that it is only the difference which should be measured as being greater than 0.5% of the total.
