Under NEC3 what should the Project Manager do in the absence of an application for payment from the Contractor in ECC Option C?

Under NEC3 the Project Manager should make their own assessment the best they can (and I doubt it will be higher than the Contractor is entitled to!)

Under NEC4 the rules change however and in simple terms no application means the Project Manager will assess it at zero, or even as a negative assessment if they realise they overpaid last period.
