No - any such instruction must be communicated separately from other forms of communication to comply with clause 13.7. Any such instruction should be separate and in writing - not lost/buried in minutes of meetings to be a valid form of communication.
No - and industry should be very clear on this - minutes of meetings are not “instructions” or “notifications” under cl. 13. There must be clear compliance with cl 60 process to effect a “change”, and to follow through it to the (bitter) end via - notification - quotation - assessment - implementation.
