NEC ECC: People rates for Sub-contracted work

In Contract Data Part 2 there is a schedule of people against which the Contractor has inserted rates for each.

Clause 11.2(22) states that Defined Cost is the cost of the components in the Shorter Schedule of Cost Components whether the work is sub-contracted or not . . . . . .

So for compensation event quotations does this mean that the aforementioned people rates are used for all sub-contracted elements?
