If an email is issued from the Project Manager clearly stating it is an instruction (or notification etc) is this sufficient to be taken as being in writing (Clause 13)?
Yes it is compliant with both 13.1 and 13.7 and so contractually sound.
However - not the best form of communication for transparency. Much better to use a cloud-based system so everyone knows where they stand.
