How does the Contractor submit his programme at a given period after the Contract Date?

In the tender documentation, when the Contract Data part two calls for a programme submission by a certain period after the Contract Date, the Contractor submits his programme within the period. The Project Manager has two weeks to accept or not accept the programme. If he accepts the programme then it becomes the Accepted Programme. If he does not accept or reject within the two weeks, then the Contractor can notify a compensation event.
There are four reasons why he may not accept the programme detailed in clause 31.3. If the programme has not been accepted for any of those reasons, the Contractor resubmits the programme within the period for reply.
If the Contractor does not submit the programme within the period and has not been submitted by the time of the first assessment date, the Project Manager may deduct 25% of the Price for Work Done to Date until a programme is submitted. Again if there is no Accepted Programme at the time of a compensation event assessment, the Project Manager may use his own assessment of the programme.
