With regard to procurement policy, how can an individual mitigate the risk of ineffectiveness?

This risk can be either mitigated or possibly removed completely. Should a contract be awarded directly without a call for competition, the sanction of ineffectiveness can be removed altogether by publishing a Voluntary Ex-Ante Transparency (VEAT) notice in OJEU.
