This seems to be something of a moot point. However, section 1V.3.3 of the European Commission’s standard notices for the utilities sectors, which was issued in 2004, contains a section for utilities to publish the amount and method of payment. This suggests that by implication, utilities are entitled to charge for other documents; for example, documents in relation to pre-qualification might be such a type of documentation that could incur a charge.
