With regard to construction contracts, can pre-contract minutes be considered to form a contract that is legally binding?

It can be reasonably considered that if minutes are produced at a meeting and the two parties involved in the contract agree upon terms that are essential to the carrying out of the contract, and these terms are recorded for posterity within the minutes, then this constitutes a written agreement and is effectively legally binding.
