Client needs to be in ECC contract asap to ensure funding compliance. Can the X22 contract be agreed but the budget set after the contract is signed. If so, how is thsi usually done.

It isn’t usually done, and besides, if they have funding they must already have a budget.
More generally, I don’t see how you can leave budget open. It underpins the incentives and is part of the payment profile. How can you compile a tender without knowing that?

In short no, as per reasons above. It’s need to form part of the Total of the Prices, without this in place it can’t be signed.
