What is the Dividing Date when PMI is Issued after a CE

In this instance the Contractor has raised a CE against 60.1 (8) and then 2 weeks later the PM has issued a PMI instructing the Contractor to issue a quotation based on that CE.

Would the dividing date therefore be the date the Contractor initially issued the CE or would it be the date of the PMI instructing the Contractor to issue a quotation?

The CE was triggered by the PM changing a decision, not giving an instruction therefore in accordance with clause 63.1 the dividing date is the date the CE was notified by you.
