Procurement: With regard to procurement legislation, what is the implication of the references within the existing regulations to ‘relevant’ European standards?

With reference to the legislation, it is the case that utilities must judge whether the sometimes obtuse requirements of European standards are met by their contractual terms. When European standards do not apply, reference to national standards will be appropriate. In many cases, however, recognising an appropriate standard will not be possible, and in such cases the onus is on the utility to consider how to specify its requirements directly to satisfactorily correspond with this criterion.
