NEC3 ECC: Updating the acceted programme to point of CE

An accepted programme exists in Jan 2015. The next programme for acceptance is submitted in March 2015 with progress, additional change etc included but is rejected.
An NCE is issued in April 2015. Can the progressed but rejected programme be used as a basis for accessing the impact of the CE?

Julian - The time assessment must be carried out such that you are assessing the impact that the compensation event has on planned Completion. That, however, has to be modelled on an Accepted Programme. So, no you shouldn’t use the rejected March programme as the baseline but the Accepted Programme current at the time of the event, here the one in January. Updating for progress (so that you remove delay being caused other than by the compensation event) should then be carried out and you may well draw on the March data to do that.
