NEC3 ECC - Clause 20.3 practical implications of design?

What is consequence of not following clause 20.3 “Contractor advises the Project Manager on the practical implications of the design of the works and on subcontracting arrangements”? What is it referring to, and why is this only applicable for options C-F??

This clause is due to the more collaborative nature of the target cost and cost reimbursable contracts, whereby costs are being shared or (under E & F) bourne entirely by the Employer. E.g. “if you change that design detail then WE save this much money.”
