The answer is ‘No’, you don’t have to get their approval for either.
For the first, there is no such provision in the contract and for the second, it is not one of the listed reasons for disallowing cost.
However, reasons for people not being an allowed Defined Cost in the first place include they are not used to Provide the Works and for Disallowed Costs include resources not used to Provide the Works or reasonable utilisation etc.,
So it would be wise to consult with the PM to understand and address his or her concerns.
