Under this procedure, the utility is obliged to allow 37 days from the dispatch of the notice for applicants to express an interest, although in some circumstances this can be reduced to 22 days. Once the shortlisted bidders have been indentified, the utility is free to agree a timescale with them to decide the ‘winner’.
