With regard to public procurement legislation, what are the consequences of the amendment of regulation SI 2009 No 3100?

The primary features of these regulations include the following:

	     The introduction of an obligation to notify candidates of their exclusion at the selection stage;

	     Changing to the content of the award decision notice;

	     Alteration to the length of the standstill period if notice is sent by post or courier;

	     There is no longer an accelerated debriefing requirement;

	     There is now an automatic suspension of the procurement on challenge;

	     The Court has been awarded the power to terminate the suspension requirement;

	     The time limits within which proceedings must be started is still ‘promptly and in any event within 3 months’.
