With regard to procurement, is it permissible to accept a non-compliant bid?

This is dependent upon which procedure is being used. Purchasers using the open or restricted procedure cannot consider tenders that do not meet the specifications in any respect. However, if the most economically advantageous tender criterion is being used then such bids are not only permissible, but must be considered.
