The Public Contracts Regulations 2006 SI 2006/5 consolidate and build on three previous texts for works, supplies and services. The regulations implement Directive 2004/18/EC of the European Parliament and Council of 31 March 2004 in England, Wales and Northern Ireland. The Public Contracts (Scotland) Regulations 2006 apply to Scotland. They came into force on 31 January 2006. Utilities procurement is dealt with separately under the Utilities Contracts Regulations 2006.
